Anything can stimulate if you really want; low rise pants, tight pants, sitting on the edge of the couch, crossing your less tight.
But in order for you to get something out of it you can just wear them and walk about you need to either be touching yourself and the item.
Kids are kids, for all you know the friend may have over heard it from an older girl, and feels 'cool' for spreading the info. You know how teen age grls can be, and kids in general. If i were you id worry about thong under wear just as much as id worry about any other article of clothing.
And maybe just talk to your daughter ask why she wants to wear thongs, and if she mentions that her friend said something ask what she thinks it means. If she is under the age of 17 her responce maybe amusing.
