I have a friend who is currently in basic training and will be beginning Officer Candidate School... I'm wondering how much communication they are allowed during this time. Is it about the same restrictions as during basic training or do they get a little more freedom?

It's OCS for the Army.

On OCS, if no one gets in trouble - there is a 10 minute phone call allowed on same day each week. You can write & letters are given to them after I think it was week 2. At the half way point you can send a "care" package - they are given 10 minutes to eat whatever is in it, but they can share with other cadets. There is definitely not more freedom, my daughter in law assured me they were not trying to kill him. OBC is a little better, but Ranger School is much worse. They keep them pretty secluded.

He's in the service. All his mail and calls will be monitored and censored. Freedom comes when they are killed or released from the service with no recall rights.
