I've been pulled over by Ohio highway patrol, and city police in Ohio and West Virginia. West Virginia gave me a speeding ticket. No one has ever mentioned to me I have an NCIC warrant, except my PO in California. I want to visit someone in jail in Ohio, but don't know if I can. It would seem like if I indeed had a warrant, it would have came up.

There are a number of answers of why you may not have been arrested if in fact that you have a warrant in NCIC. The most likely is that CA will not extradite you from the states you mentioned. When they put the warrant in the system they had to state their position regarding extradition. As to your being able to visit someone in Jail that would depend on the Jail. Some will not let you visit if you have ever had a felony. Others don't check on anything. There is also the possibility that the California PO just told your that so you would not go back to CA.

CA is not willing to extradite you from Ohio. If it's not a major warrant most states will only extradite 100 miles. You probably do have a warrant but until they decide to extradite you they won't mention it because that just gives you a reason to stay out of CA.

You need to find out what the warrant is for but most likely CA will not extradite you for crime, so it is probably a misdemeanor

If it is a misdemeanor then they don't care.If it is a felony(Depending on how severe)they will arrest and hold you for the other state.

not unless they specifically check for outside warrants, wich must be done through dispatch.
