If the bill is less than 20 bucks, I always tip a minimum of three dollars unless they were just plain inattentive, inept, and rude. I used to be waitress at Denny's during the night shift, and it really sucks when one or two people come in for the Grand Slam and a cup of coffee and only leave me 1.50 as a tip after I served them 10 refills of coffee, got them their sugar-free syrup and had to clean up after them, too, since we were short handed.
In the end, it depends on how you feel i guess.

how was the service? how was the food? the server, was server nice and friendly? well if you get your three yes on these questions? 3 to 5 dollars. don't ever send your food back, okay. if you give a dollar tip they should be happy. could have got nothing.
