I think it is a personality preference, not about caring about one region more than another. Pope John Paul II was very gregarious, and outgoing. He was an actor in his younger life. Pope Benedict is a different person. He is quiet, more introverted, and seems more concerned with leading the Church. Each has his purpose and fills a need in the community of the Catholic faithful.
