Well, from SCRATCH scratch, a base action (a Savage 110 is the most simple for a novice gunsmith to work on), a barrel blank, a stock blank, and all the complex machinery that is required to create the barrel and stock inlet. DO NOT.... I repeat (and this is for your own good I am not trying to insult your intelligence) DO NOT do that if you do not know what you're doing.
I would recommend buying a commercial action and barrel setup as mentioned before, and then one of the many, many stocks available. All, or at least most of this is available in Shotgun News.
Do your research into what is required for your purposes, learn intimately how every part works, and maybe have some of the tougher things, like bedding the stock and attaching the barrel to the action done by a gunsmith.

If by "from scratch" you mean completely from raw steel then you'd need a lathe,milling machine,and related tooling.Micrometer,headspace gauges,chamber reamer,action wrench,misc. hand tools,excellent machining skills,intimate knowledge of firearms design,familiarity with metallurgy,etc.I don't know what your level of experince with firearms or machining is but i'm assuming that since you had to ask this question that you are not at that level yet.My suggestion to you is to buy a military surplus Mauser rifle,they can be had for 100$ and up.i suggest the mauser because most modern designs borrow heavily from or outright copy this action.Take it apart,become thouroughly familiar with how it works. http://www.surplusrifle.com/ is a good resource at this stage.When you are ready you can purchase barrels,triggers,etc and build it yourself into a fine hunter or tactical rifle. http://www.americangunsmith.com/view.php?id=52 has a video/dvd that can take you step by step.Once youv'e built a few in this manner then you can look at more advanced work.To keep you motivated I HIGHLY reccomend spending some time here- http://www.homegunsmith.com/cgi-bin/ib3/ikonboard.cgi

assuming your not a machinist,,,good starting point is a Mauser action,barrel threaded for action in cal of choice,a semi finished stock semi inleted for mauser action
