No. Guys have fragile egos and think girls are indifferent, so you need to show attention and flirt them up and down till they get the message that you like them, wait for them to make the first move while you are flirting. They don't actually want you to make the first move, but in a way, you are because you are flirting the hell out of them. It's stupid, I know.

No, he'll think you're not interested and stop trying. Showing him that you like him makes him want you more. But I have to say, this sounds like a tease question. Guys don't like a tease, and if you do it too much, you could get into trouble.
