The program has no uninstaller, and when I try to delete the program files, they are replaced when I restart.

How can I get rid of this software?

download regseeker installit
reboot to safe mode go to the programe files and delete the Accurate Shut down folder
open regseker and search the registry with a key word "accurate"
delete every thing it finds
then reboot
tell me if this does not work and will help further

1. Try doing a 'Search' on 'Accurate Shutdown' and see what files it pulls up connected to it. Delete them all.

2. Go to your startup folder and make sure that there isn't a file in there that starts 'Accurate Shutdown'.

3. Also, go to the website that has info about 'Accurate Shutdown' and click on 'Contact Us' & ask how to uninstall it.

Sounds like your infected with spyware. If you don;t have a spyware remover get spybot or go to the micrsoft web site and download windows defender.

It might be spyware from the Internet, try to download a anti-spyware program to remove it, for example spyware doctor

did you try add/remove programs in control panel?
