I think self consciousness is a form of arrogance. Do you agree?

If you are nervous around others it is usually because you think they are looking at you and or give a crap about you. So in a way being shy is like being arrogant in that you are totally convinced all eyes are on you. So your shyness makes you more arrogant than the outgoing person who seems conceited.

no, I think it's almost the opposite of arrogance, I think self-consciousness is fear or rejection, or could be mistaken for a person who thinks for themself..

I hear that arrogance thing done in the chatrooms all the time wherein people think the shy person thinks the others gave a crap (to use your word) about them, when in reality a shy person is a loner and doesn't care what others think about them.

NO, that's all wrong, I'm sorry. Self-consciousness comes out of fear. Fear of doing or saying the wrong thing. It ties into many factors, most of all body image and self-esteem. It's not arrogance at all, but fear. If you are not comfortable with yourself, whether is because you're overweight or have a birth defect or whatever, you're going to be self-conscious in social situations because of self-esteem. You worry that people are looking at you and judging everything you do, how you look, what you're wearing. It's uncontrollable for someone who has those kinds of issues and it's very hard to shake. Being shy is one defense mechanism. The self-conscious person hides themselves. It has nothing whatever to do with arrogance. Have you never felt that way? Like you overdressed for a party, or felt your haircut was too short? Those are forms of being self-conscious. Does that make you arrogant? No.
