Examples of those, commercial or otherwise: VMware (PC on Linux), Bochs (PC on Linux), Connetix Virtual PC for Mac OS (PC on Mac), Fusion for PC (Mac on DOS), few more, although I do recall one of them stated to be no more than simulating Mac OS APIs and 680x0 CPU.

So they are about using programs not native to the system where you need it to be ran but is indeed a native program to another physical machine. Although usual restriction is running every software component that this other physical machine has to run before running the intended program, and also obviously speed is restrictive too.
