Do it in private and not a letter where he can pass it around to all of his friends. I did that once and it was terrible. Just tell him you are intrested in going out a date with him.

You don't tell him. Just flirt with him, check him out and make sure to smile at him often. He'll get the hint unless he's insecure or has no confidence, in which case he's probably loaded with emotional baggage - then, he's probably more trouble than he's worth.

Either go up to him and tell him or right a note then give it to a friend to give it to him or give the note to him by yourself. That is what I do.
