When you store potatoes for too long and not cook it, it sprouts out roots. What are these roots for? Are they edible?

These sprouts that come out of the "eyes" of the potato are how the potato propagates itself. Each of those sprouts grows another plant. If you were to go to a garden center and tell them you wanted to plant potatoes they would give you what are called "sets" which is a chunk of a potato with that sprout growing out of it to plant. No the roots/sprouts are not edible. In fact, they are actually toxic in large amounts.

It is just the potato doing what comes naturally, growing. Should you eat the sprouts and/roots . No not at all, in fact they will make you ill. Just rub them off and use potato as normal.

no cut them in half and put them back in the ground and grow more potatoes

the´potatoe will probably be soft by then and is not so good to eat anymore

if the sprouts are new and the potatoe is still hard and white .rub the sprouts off and you can still eat the potatoe

I wouldn't venture to eat them. But unless the potatoes are very very soft, just snap off the roots and cook the taters.

The way potatoes are propagated is to cut them in pieces, with each piece containing at least one eye (or root). They are not grown from seed. At this time of year, your old potatoes are just trying to make new potatoes!
