The evacuation is for the people who have no transportation but it takes about 2 weeks to get your evacuation information in the mail (like your pickup point and ID numbers) so why wait until now to do it, procrastination, laziness..what..you call 3-1-1 and it is a free call...so what is it???

I am not saying that people do not need this, what I was asking is why wait till the last minute, is that just how new orleans does things.

Why? Because people who have not a single mode of transportation are generally poor, and poor people are--more often than not--very bad at planning ahead.

I can't speak for other and I am evacuating myself as always, but here are my thoughts.

1. People are really busy in New Orleans rebuilding their lives.

2. I don't think there may be as many people without Transportation in New Orleans after Katrina. You really need to be pretty self sufficient to live here now.

3. Mail service is not regular yet in the city. Sometimes a 2 week mailing may take 6 months.We still get Christmas cards this late.
So they may be waiting to sign up in person. Not sure of how system works.

4. Some people aren't going to leave this time either. Some are stubborn and some will be waiting for their next opportunity to cash in after the storm. (Maybe 5,000-10,000 people). I have news for you looter types, General Honore will be waiting next time and he "Don't get stuck on stupid"

Be real how many hours would it take to get everyone out of any big area, everyone one has a better answer. but really how do you get people who don't drive out fast. when i was young my mom or dad never drove because we lived in the city and took the bus to school or work. I think everyone will sign up early now. And you are just a rude person to people who are down enough have a little heart for the poor and elderly they need it.

Most probably didn't want to leave and were waiting to see if it was just a bunch of hype or what.
The ideal of leaving a home that many have had many years and most of their possessions would be a hard thing.
