The question is "should they". According to Scripture, gossip is sin and sin is derserving of death. Does that mean that we should go around as a society killing people who talk bad about there neighbor?
No.
The intent of passage, if you read it in context, is to point out that all have sinned and fallen short of the glory of God. Since a sinless existance is necessary to enter into the Kingdom of Heaven, and no human has ever been sinless, it then follows that no human can, of their own righteousness, enter Heaven. This is the concept of "Total Depravity" and Paul, the writer of Romans, uses it to show our need for a Savior.

It is God that will punish. Willful sinners will not inherit the Kingdom of God.
Gossip sure isn't the only thing on that list.
Rom 1:20 For the invisible things of him since the creation of the world are clearly seen, being perceived through the things that are made, even his everlasting power and divinity; that they may be without excuse:
Rom 1:21 because that, knowing God, they glorified him not as God, neither gave thanks; but became vain in their reasonings, and their senseless heart was darkened.

Of course!
Lets get reasonable, it says they are worthy of death. Realistically we are all worthy of death, however we don't receive what we are worthy of because we have the opportunity to accept Jesus Christ to cover such wickedness.
We all participate in this such wickedness and we all are worthy of death, none of us are worthy of a savior, none of us are righteous. However because of the unfavorable grace showen by God we aren't sentenced to death.
HERES THE SCRIPTURE
26For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:
27And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompence of their error which was meet.
28And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;
29Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,
30Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents,

We most rewind a little to verse 22:Although they claimed to be wise, they became fools 23and exchanged the glory of the immortal God for images made to look like mortal man and birds and animals and reptiles.
24Therefore God gave them over in the sinful desires of their hearts to sexual impurity for the degrading of their bodies with one another. 25They exchanged the truth of God for a lie, and worshiped and served created things rather than the Creator—who is forever praised. Amen.
26Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. 27In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion.
28Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done. 29They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips, 30slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents; 31they are senseless, faithless, heartless, ruthless. 32Although they know God's righteous decree that those who do such things deserve death, they not only continue to do these very things but also approve of those who practice them.
Here is showing the norm in this days, these verses speak about the idolatry in those days and todays, also speaks about homosexuals and lesbians which are deatly sins, in ancient times they would put them to death but because of the changed in cultures is no longer do, so God put viruses to the that job that is no longer do by men.
