I buy them at the party supply store.
Make jello as usual, but replace half the water with Vodka - regular or flavored. You don't have to splurge on an expensive one, but they are better if you have a half-decent vodka (like Skyy). Some people say to make the jello as directed and add vodka, but they won't solidify. Also, if you replace more than half, they don't get as solid either. I also pour the mix right into the little cups (so I get the softer or weaker paper cups, which are easy to get the shots out of).

your local well-stocked liquor store should have them. Mix 1 cup alcohol and 1 cup water with the jello flavor of your choice.....pour into a jelly roll pan sprayed with Pam and chill. Cut into cubes and then put them in the shot cups. Wish I could help in person as they're a hit with me.....my favorite is Tequila and Lime Jello! Good Luck!

Usually you can buy them at any WalMart store or grocery store. Sometimes you really have to ask if they carry them. Liquor stores will carry them sometimes.
St. Patricks Day Jello Shots
1 package of Lime jello
bottle of vodka-rum (your fav clear liquor)
Mix jello as box says- then add 1 cup of liquor) per box of jello
will make about 16 shots
so if you want more just measure accordingly....1 box jello to one cup liquor. 2 boxes jello to 2 cups liquor...etc Mix and refridgerate

You shouldn't have that much trouble finding them. They should be at your local liquor store or grocery store. If you can't find them get small plastic cups and cut them. This is going to take a while depending on how many you need. You can also use Dixie cups.

go to a restaurant supply store
just make the jello and add vodka and fridge like normal
I've also heard of a lighter blend made with wine coolers
also you can try different vodkas (flavored) to get different results.

Try a party supply store.
To make them I assume that you would just make the regular jello and add as much alcohol as you like, to taste
