by neighbor across the street is an elderly late in her late 80's and and is having trouble with renters that live next door my house who constatly park infront of her walkway. Can she put up no parking signs to deter them?

Opps.. sorry.. Its a walkway.. sidewalk walkway. As to the renters.. They are renting the house nesxt door to us. And the police have been called numberous times not only for parking everywhere they feel like it , but also for yelling and screaming at each other all day and night long. Then there's the constant traffic of teenagers and fights between the teenagers. We don't talk to them as we never liked them in the first place and they accussed me already of calling the cops on them.. as if I'm the only one.. lol.. I have 2 kids 1 is a 6mth old and other is 1 and 6 mths. As you parents out there know its hard enough trying to get the 18 month old down let alone one when there's people screaming and swearing outside. They also let our dogs out and then antagonized the dogs to try to attack them .. thankfully we have old english bulldogs.. then called animal control on them to come get our dogs cause they claimed our dogs were running loose when they were in our yard.

had to pay 246 per dog and qaurantine our male. We know cause all the neighbors saw this happen when we were out shopping. We have non biting, human loving dogs that love to play.. thier just babies.. But since we weren't home and she claimed male dog scratched her.. animal control took them.. we kennel our dogs too and only way to get out is by human hands. Now we have to lock the kennel with chains and a padlock . We think they either wanted a lawsuit or our puppies as we had 2 left. tahnkfully pups were in the house.. So yeah great neighbors we have....

yes-its her property so she can do what she wants...I think theres even a "private property...no parking sign" I'd check walmart.

When I read all the answers to your question I can see that everyone (including myself) is confused as to your reference to a 'walkway'. Some think of it as a driveway and some think of it as another location. It may help if you describe what you mean by walkway.
A property owner (not a renter, unless the renter has permission from the owner) can post a parking regulation sign on private property if they wish. The police don't enforce these though, so property owners often contract with a local towing company for vehicle removals.
A property owner cannot regulate parking on city property, such as the street or sidewalk area.
I somehow think you're not referring to the street or sidewalk, but somewhere further up near the apartments and someone is parking a car in a spot that obstructs your neighbor's ability to walk safely on the walkway to her door, something like that.
The apartment owner should be the best ally in solving this problem, since the owner can regulate tennant parking behavior. Unless of course, the manager or owner in her case is not a very good manager and just doesn't care.

DEFINITELY -- it is HER property and she should be able to do that. What I would suggest is that each time she finds one of the renters in her driveway, that she call the police and have them respond -- they can ticket (if they feel like it) and if it is a repeat offender, she can ask for Trespass Warrants to be filed against the repeat offender.
Another Idea -- talk to City Hall -- they may be able to put the Sign up as part of the CITY's Public Safety Campaign to make sure the walkway is clear -- and if the walkway is City maintained -- they WILL do that given her age and if others also make the same complaint. My own city does this for handicapped children in a neighborhood, for blind residents, for hearing impaired, and for others with infirmities -- so it CAN be done -- just keep asking. Then it will be enforced by the Police much more regularly.
This is just Rude, Abusive Behavior by the Renters who show ZERO Ability to be concerned about others -- and they NEED to know that this is taken seriously. So IF other neighbors around the renter would get up and call the police on the Offending Renters EACH AND EVERY TIME they see them do this blocking of the lady's access -- they MAY finally get the message.

NO she can not put signs up without consent from the city...her driveway must remain clear but if it is just the walkway absolutely not. She would have to go to a town meeting and petition to have a sign put there by the city...it is the same as some of these ridiculous parents who think because the have kids that play out front of the house instead of outback where it is safe and they belong; that they can put the "Children At Play 15MPH" signs up give me a break the limit is 25MPH and people have been fined for doing that too, putting up their own signs that is.

if they are blocking a public walk way they can be ticketed and removed ..talk to the town council and see if anything can be done because the landlord of the renters needs to notify his/her tenants where they can and can't park..some people think they can park anywhere they want with no thought to others...if they keep it up they can declare that police a nuisance and have it closed ..until the mater is resolved

As already pointed out it is illegal to block ANY driveway, If you wish to help take photographs of the vehicle and include the plates, give them to the local police or sheriff and explain the situation, they should take immediate action but continue to take the photos anyway.

No. But the police can be called to ticket any improperly parked cars. There may need to be established an explicit No Parking zone; talk to the city about this.

Its illegal to park in front of a driveway. She can call the cops and have the car towed. That should deter them.

In Maine, you can post a sign like that, but have to add "Police Take Notice" on it. That alone should keep any unwanted parkers but, who knows.

Call the police. No parking signs aren't necessary. It is illegal to block any driveway.
