The importance is being able to function in their society. If the religous doctorine demands that a woman dress in a certain way or she will be killed - I expect that they will likely dress that way regardless of their "True heart" feelings. However, you are also making an assumption that they do not follow this truly from their heart. I would imagine there are a significant number of women in that country who believe that the Hijab is the proper way to dress and that is what is required of them to lead their spiritual lives. I would suggest reading the link below - and researching it more to understand the significance of the Hijab to that culture.

Impurity of mind has no place in the spiritual upliftment in any faith or religion. People have strayed from the teachings of the religious scriptures either due to misunderstanding of the scriptures or for vested interest of so called religous heads and political ambitions. Second class status for ladies in certain religion is male biased who are dumb enough to understand that their mother is a female!

Absolutely, people today worship in front of their idols, gods in the mornings and move about the whole day telling lies, faking things. They tell one thing and mean something else. They are never true to their words- God knows where the world is heading to? They think by bowing before their gods their duties are over and they can resume telling lies everyday. Actually the innocent people are not meant for the world, why say that the world is not meant for innocent people?

Religious practices are only means intended for attaining internal purity. Hence, the end is more important, otherwise the means become meaningless.

In every society particularly in conservative ones u will find many people who believe in whats going on and many who are just doing it for the sake of it. Keeping in context of your quesn most people don't have chance to not practice what they don't believe in,....and it ca't be enforced
