It don't stop hair is in continual growth like finger nails. If you stopped continually cutting off the split ends it would grow longer.
Fact that when you cut your split ends and not going up and higher towards your scalp show you are still growing hair.
Geez, didn't need an Einstein here.

All hairs have a growth cycle and those growth cycles vary from person to person. Some go 7 years, others less. That's why some people can grow hair as long as Crystal Gayle and others cannot. Diet plays a part in hair growth too (calcium).
Trimming hair won't induce it to grow. It just makes it look better.

You are waiting too long to trim your hair and you are cutting off too much hair.
"Dust" the ends, barely take off 1/4 inch every six to eight weeks to keep the split ends away.
Protect your hair from getting split ends by making sure you don't let the wind whip it around, you don't let it get sun damage and you use a shampoo that suits your hair type with the proper conditioner.
Don't dye it, and don't perm it and don't blow dry it.

Hair has a life span. Every hair on our body does. Caucasians is usually 2 to 5 years. Asians, and ither cultures can be up to 10 years, thats why so many of them have longer hair.

Cutting off split ends does NOT help your hair grow. Think about it. If i cut off the end of my toe, it wouldn't start groing again would it?! At least, i sure hope not....

It can happen. My ex-girlfriend said her hair never got past shoulderlength. Just reduce your haircuts to maybe 1 inch instead of two and it will prbably slowly get longer. I'm not an expert though.

everyone's hair grows to a specific length - if your hair only grows to your shoulders, it will always stop there. if your hair grows to your waist, it will always grow that long.
