How come those corndogs and local donuts in Seoul are a bit hard to bite? What flour do they use?

I've eaten those hotdogs on the streets and their imitation of Dunkin Donuts. They are not soft to the bite. You can compare it with Dunkin DOnuts whose bread is soft. Why?
