The neighbor keeps a German Shepherd named Annie. Homeboy smacks and wacks Annie like a beast. He talks and yells at the dog like it's a bastard human ! Should I set the pup free ?

The problem is: the dog is a bastard ! Annie appears more than healthy enough, but the owner screams like von Hitler.

Call animal control and the local ASPCA, if you don't have one, alert the police immideatly!
What this man is doing to the dog is illegal.

thats definitely abuse. i think you should call and report to the proper authorities that handle animal welfare in your area right now before anything bad happens to Annie.

You should call the ASPCA for abuse to an animal, they will take the dog away to locate a good home and have the man arrested. Good luck!!!!
