the fat content that is formed is lighter and therefore comes on top forming a layer..

milk contains a certain quantity of fats, so when we heat milk these fats melt down and attain the liquid state. now since the fats & oils are lighter, so they rise on the surface. now the surface is in touch with the air so it cools down faster and hence the fats form a solid membrane/layer.

Its because of the phenomenon of surface tension that develops a layer over hot liquids

the lipids(fat) is actually lighter,sometimes it can be seen in yellowish droplet form over milk,then it condenses and later floats,just like ice in water,or maybe oil in water
