Well, it is popular here in Sweden and it seems to be the same as sourcream. If you substitute sourcream you should be fine.

It is, as the other responder says, sour cream, and is easily available. You don't say where you are asking from, as obviously it will be called different things in different languages.
We buy it easily in supermercados in Spain, either called "Creme Fraiche" or "Nata fresca acida".

You can make it more cheaply-gently heat heavy whipping cream in a saucepan and stir in a little butermilk. Cover loosely and let sit in a warm draft free place for 24 hours(no,it will not spoil). If it's still a little runny, give it 6-8 more hours. Will keep covered in fridge for several days.

It should be in the Dairy section of you favorite Mega Mart. If you can't find it speak to the manager and request that they carry it!
