You can steam your face with hot water first - run hot water in sink and just keep your face above it for a few minutes or put a warm-hot compress(washcloth) on your face for a few - this will make the pores open which may help.
Also, use a shaving gel like gilette or aveeno for sensitve skin and a good razor( gilette is good too) Just be careful doing it and then when you are done, use an aftershave. Pick up a septic pencil just in case you cut urself - you can stop the bleeding with those. :o)

To add to what other people are saying, make sure you keep fresh razors. Keep them sharp and changed. Depending on what race you are ingrown hairs may come a little more frequent, and their are specific ethnic products that you can buy. Also if the razors bump you up (like they do me) you may have to use an electric razor or a product called magic shave. It removes the hair with a cream, like Nair for women's legs. Their are a couple variants of Magic shave, but that's the company that's most popular.

My hubby has very sensitive skin and he'll soak a hand towel in really hot water, wring it out, then wrap it around his face. It softens the hairs up and helps keep the razor burn to a minimum. He also swears by an actual shave cream, not that stuff in the cans, but a cream that comes in a tube. The best is Brave Shave by Brave Soldier brand.

well you might wanna grow it out a little so that you're hair is longer. in time if you keep and shaving/ letting it go it'll be coarse and come off easier..
also use hot water on your face before putting on shaving cream
lastly dont shave upside down, move the razor from up to down only

Wash your face with warm water (it's best to shave after showering)
Use a good shaving cream or soap, as well as a good quality, sharp (new) razor. I prefer the Gilette or Schick triple-blade disposables.

Use a very sensitive skin shaving cream and ensure the razor is sharp. Gillette has a great shaving cream for sensitive skin that I use...

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
A review of the various hair removal methods is available at http://tinyurl.com/ob6tt

use a really good shaving gel and a very sharp razor. a dull razor will cut you a lot faster because you will press hard to compensate for the dull blades.
gillete fusion makes a good gel my husband uses

There are after shave lotions which you could try. Personally, I don't use anything. After you been shaving for a little while, you won't even get razor burn.
