ya let her choose the ones she likes with her favourite characters. plenty of encouragement helps!

Try to find underwear that do not dig into her legs. Maybe something soft and not too tight. Try to find some that have her favorite TV character or book character on them.

Buy her ones with frilly lace or characters on them. Let her pick out her own panties- ones that will make her feel like a big girl and make her feel pretty.

take her to walmart or kmart and go to the baby section where they keep the toddler undies and let her pick out some. we did this with my son and now he is accident free monday will be a week
