He also has little white bumps on them. He is an outdoor cat. Could this have something to do with it?

Cats let their heat out through their ears. They don't pant like dogs or sweat like humans so this is where the most heat exhange occurs. Your cat is probably just fine or a little warm. If you notice the cat is very lethargic, the nose is also dry and hot to the touch, or there are other signs of illness (vomiting, diarrhea, not eating) you may want to call your vet and see if they think you should bring the cat in.

Make sure to provide your cat with clean drinking water. Float some ice cubes in it if you think your cat is hot. Many cats also enjoy drinking out of the faucet.

I think it's a bit strange. Usually their ears are a bit cooler than the rest of their bodies. What is his body temperature like? If it's very hot, you'll need to take him to the vet.
I don't think cats lose heat through their ears, only through panting and their paw pads.

Sometimes cats ears do that..Dont worry about it..Its just a way for them to let out heat..And if you are really worried about then call your vet.
