That's like asking how long a piece of string is.
You want to learn french? How are you going to do it? Are you going to go to school and study? Are you going to read books and learn on your own? Are you going to do immersion training?
An infant can learn a language in a couple of years. Amazingly, some infants learn two languages at once -- their parent's mother tongue and the linga franca of whatever country the live in. A young child (up to ten years of age) can become very proficient and speak accent-free within a couple of years if they move to a country where another language is spoken. They do it partly because they are immersed in the language, and partly because their peers are still refining their language, so they are all learning together.
An adult can become proficient, but it is rare that they learn to speak without an accent. It can happen, but it isn't the norm.
Many older adults are incapable of going beyond the absolute basics. Not because they are stupid, but because their ear no longer cues them the way it did when they were younger. Again, this isn't all adults, but it is a generalization that is often true for older adults.
So -- assuming you are young, intelligent and motivated, move to Paris and immerse yourself in the cultlure.

For example: If you want to learn Spanish, you can probably become fairly fluent in 3 years....if your a really good student and have a few spanish friends. If you move to a spanish speaking country you can probably cut that time in half. (Oriental languages longer).
