Originally the metal surface was given millions of tiny scratches for the Teflon to get caught in but later they developed an adhesive that would stick to Teflon and it is now glued in.

The ions present in the Teflon are attracted to the metal - simple chemistry really.
The problem is that now we know the toxins in Teflon are being transferred to our food when it is cooked at high heat - Teflon will no longer be available with its present ingredients in the next couple of years as manufacturers are willingly removing the existing product (if they didn't the FDA would make them - and look for class action lawsuits in the next 10 years or so due to health side effects).
If you currently own a Teflon pan or cooking utensils, get rid of them. Seriously.
