Because even if you could bend your wrist at 180' the length from your wrist to the tip of your fingers will always be 4/5 of the length of your arm.Therefore it is impossible to touch your left elbow with your left hand if the bones (yes, there are TWO of them) in between remain unhurt.
Exceptions: it is possible to touch your left elbow with your left hand
1.if you break those two bones between wrist and elbow
2.if you maim your hand with a chainsaw (or just a simple saw if you don't want to invest a lot of money for a tool that you won't use again.. ;-)

A broken hand can! but still I doubt it would happen.
The main reason is there is no joint to fold and unfold between your wrist and your elbow hence making it impossible to touch one left elbow with one's left hand.
