It depends how you are built and how much weights you use and how long the work out is. Diet is important. LOTS of water and protein is needed for muscle building. Any nutriental/vitamin store can assist you in supplements that you will be lacking. So be ready to vitamin up!

I lift weights 3x a week , I'm built small and wanted to get a little shape to my arms it took about 6weeks to see a difference now though Ive been training for 7 months and really see a huge difference , plus you have to eat lots of protein when lifting weights because your tearing down the muscle and you have to repair it.

You'll notice some difference after 2-3 weeks but it really depends on how much bodyfat is covering the muscle.

It really depends on your body type. Some people build muscle faster than others. It also makes a difference on how much body fat you have as to whether it will show really well.

If you're diligent about it, you should see results in 9 to 12 weeks.
