The sacrament of Confirmation is conferred through the anointing with chrism on the forehead, which is done by the laying on of the hand, and through the words: "Be sealed with the Gift of the Holy Spirit."
If the anointing, the laying on of the hand, or the prayer is missing then there is no sacrament.

As to what catholic believe, Bishop, priest is the intercesors of our prayers to God. Im a Catholic by birth, But to find the Truth about God, One should search, read and try to understand if he can every Verse in the Bible. If You want to ask forgivenes from God about you sin, or asking some favors from God,, Pray,Pray and Pray in Jesus name and everything will be given on to you... Seek first the kingdom of God and his rigtheousness and all this thing shall be added unto you, But in God's perfect time.....Amen

The bishop say the form of the sacrament "Recive the seal of the Holy Spirit...."
With out it there's no sacrament.
A sacrament consists of matter and form.
