Possibilities:
1. For emphasis
2. They have visual problems
3. They feel insignificant and want to be heard
4. They do not know typing etiquette ( I used to type like this until someone told me that it comes across as screaming)
Only way to know for sure is to ask the person themselves, Maybe they don't even know for sure!

Maybe her keyboard is stuck on upper case. Why does it bother you? God knows there are more important things to get excited about!
