You use a "work table" type of board.

A 14" board covered with batting and then fabric. You then lay the ribbon out with pins, weaving the rows in and out. Once you have the ribbon block to the size you want, you baste with a needle. Then take to the sewing machine and sew the outside edges.
Block by block until you have the quilt. Time consuming and kinda pricey unless you already own the ribbon
