so is there any way to make it larger when soft?? because seriously it is about 2 or 3 inches but when hard about 9 or sumthing.

No, there is no way to make it "longer" None that I know of.
Besides, what you're describing is perfectly normal. That's the way your body does. Just be glad it's the size it is when erect. It's the same for most guys. Nothing to worry about.
