If you know the name of the AFB you might be able to get their phone number and/or a postal address from the base locator's office, if they're listed. If not, I'd recommend calling the base commander's office, which might refer you to their personnel dept. Be prepared to answer a lot of questions and have a plausible reason for finding this person, like a family emergency. If the person you're looking for is assigned there you may at least get that confirmed, depending on your reason for finding them, such as someone they know is sick, died, or pregnant with their child. Military.com has a locator service too, but the person in question would have to be a member. Good luck.
