Mostly, you are touching a nerve, causing a twitch like when your knee reflexes are tested. Sometimes it just feels really good and they want to help you scratch it as well or its a spot they can't reach. Depends if its just a little foot thumping on the floor or if they are trying to scratch properly. Some dogs will do it and actually scratch your hand, which normally means they don't care for you doing that and would like you to stop :P

I guess it's just a reflex. Like when a doctor pounds on your knee with that hammer thingy and your leg jumps.
