What does he mean? I do not think that he is talking

He was talking about the vanities that we all do when we try to do things with our own two hands and not for God. If you read the next chapter 3:4 it says there is a time to weep: a time to laugh. And further 3:13 "And also that every man should eat and drink, and enjoy the good of all his labour , it is the gift of GOD.

Other translations say:
"Laughing and having fun is crazy. What good does it do?"
"Of laughter, I said it is madness."
Solomon was asking himself the BIG questions of life, like:
Why are we here?
He was basically saying here that to party hearty is not much of a goal, or reason for living.
His conclusion is found at Ecclesiastes 12:13

I beleive it is referring to laughing at others in a haughty manner showing little concern for the feelings of the individual. God has a sense of humor! He created US didn't he?

I think so, If i remember correctly that book refers to Without god, Everything else is just foolish.
