Your handbooks should state the operating load in watts, probably about 80-180 for dvr and tv, also 'standby' load which is probably 4-20 watts, this is a small current which keeps the clock operating and the unit ready to operate quickly when you press 'ON'. If you switch off at the wall socket no power will be used at all, but you may have to wait a minute or so till it 'warms up' again before you can use it/them. You may also have to reset the clock, and if it's a SKY box you will have an even longer wait while the unit re-boots and downloads all the programmes and information again. I only turn off at the wall when I'm not going to be around for a day or more, as there is a slight fire risk, usually from older equipment that is full of dust!

There is a very little power being drawn by a TV or Dvr when they are off. If it concerns you, you can plug them into a switchable wall outlet then turn the switch off when you leave the room.

TV doesn't use electricity when it's off. It stores power in it's capacitor, which is why you are supposed to wait 24 hours before fixing it. Things can only spend electricity when it's on, not when it's off.
