Call a Philippine Consulate or the Embassy if you are in D.C.
They will tell you whether you need a visa and if so, how to apply for it.

If you need a visitors visa to go there, then you'll need to contact the Philippine Embassy. They'll be the ones who process your visa.

i agree with frank_m, lots of countries doesn't need visa to enter Philippiness, you just have to board a plane and on your arrival at the airport the visa will be stamped in your passport.. but if your one of those countries whose not allowed to go there, then you have to go to the philippine embassy in your country and apply for a visa..
