Hi Vicky...there are many breeds of cats that could be considered the most lovable cat. So many people will state it's one breed versus another, but it's a matter of personal experiences. Even mixed breeds can offer the best of all breeds if circumstances are best--socialized when they are very young, have good natured genetic parents, raised by humans with a kind hand, etc.
I have found that there are so many lovable breeds, but my personal favourites are the Abyssinian and Bengal.

If looking for an affectionate cat most breeds will fill the bill. Go to a shelter first and look at adult cats first. They will be litter trained, more socialized, and you can figure out their personalities very quickly by holding them for a few minutes. Look for an animal that makes good eye contact and will allow itself to be held for a few minutes while being petted. This will give you a good idea that the cat is willing to start a bonding process.
If your looking for a breed of cat that is naturally affectionate the ultimate lap cat is the Bombay. Bred in the 1950's between the American shorthair and Burmese cat breed these cats were intended to be minature black panthers. What came about is a friendly cat that craves attention and closeness with their owner.
The Ragdoll or Scottish Fold are two more breeds that are exceptionally friendly and make excellent pets if a pedigreed animal is desired.

You really cannot go by the breed. I had many cats, and still do have 2 of them. They are the sweetest, but since I never had allot of people running around here, My older one will bite if anyone other than us try to love her, our Boy, on the other hand, will hide. But to us, the sweetest cats in the world. One is a maine Coon, and the other is just a big muscular boy, yellow eyes, white with black spots, a cowy boy! I will say that I only met one nice siamise cat. All others were very strange and not trusting. A good watch dog for the family though, oops, a watch cat that is, but don't trust them around kids, actually no cat should be around young kids, for the cats sake.

Right now, I have 2 Russian Blue males (BIG cats, bigger than some of the dogs in my neighborhood) that I adopted at 7 years old after their owner died...
They are my babies...

Abyssinian are meant to be a breed that act most like a dog. But really anything can be lovable if treated correctly.

It depends more on the cats personality than the breed. However some breeds tend to be more people cats than cat cats.
Singapurs, are the smallest breed of cats, they are also one of the most friendly, people loving, get right in your face cat breeds there is.
Ragdolls, also tend to all like being loved and held.
