The difference in your example is in resolution (how many pixels are created), which is not the whole story on quality.

VGA = 640x480 = 307,200 pixels

1.3 MP = 1300x1000 =1,300,000 pixels

So the 1.3 MP phone is about 4 times more resolution than VGA. That will let you view and print bigger images than VGA without getting fuzzy. The pictures will look bigger on a computer screen.

But there is much more to quality than just size. The lens, the focusing mechanism, the color processing, etc., all contribute to whether you get a clear, naturally colored picture.

Even at 1.3 MP you will not get very good prints at the normal sizes. Most good digicams are at least 3 MP.

The 1.3 megapixel camera is twice the resolution (the image area is a rectangle and so 2D (a square function), so there has to be a number 4 times the size to be twice the resolution.

However even with the increased resolution (0.3 mpixels to 1.3M) the image quality will still be very bad and there will be a lot of noise (due to the incredibly small sensor and therefore the tiny pixel pitch). The lenses on both cameras will be terrible as well and overall, apart from a slight ability to print bigger, the resolution may be hard to see due to the low quality. With phone cameras, except for the latest 3 megapixel and japanese 7 megapixel versions, the resolution is mostly just marketing. However these images would still be usable for fun and very (very) small prints.

Technically there will be no "quality" difference between VGA and 1.3 MP photos...
Because 640x480 or 1.3 MP are defines the dimension of the picture...
The quality of the picture is related to other peripherals such as censors (CCD or CMOS), auto focus ...etc.
For phone cameras, almost all of them are same

The incredibly poor quality of ALL cameraphone lenses do more to limit the overall photoimage quality than anything else. this is why serious photographers who may still use the older lower resolution digital cameras just for fun won't touch camera phones to take pictures with.

They are beter than nothing, I guess, but only a little bit better than nothing.

640x480 is good enough resolution for a video file, or for pictures that you only intend to email (or use on your website), but it's not suitable for PRINTING. Then again, 1.3MP isn't great for that purpose either.
640*480 is only 0.3 mega-pixels
You want at least 3 mega-pixels for 4*6 inch prints.
And you want at least 6MP for 8*10 inch prints.

The higher the pixel the better the quality especially if you want large prints.
