Nero doesn't create ISO images - it creates Nero NRG images. You can use freely available tools to convert the NRG to ISO.
Just select the Image Recorder from the list of available recorders before clicking burn.

Start as usuall to wirte on CD. after adding all the data and then click on next. in the screen were you select the wirte speed. and the CD name. ther on TOP select as Image drive not CD-RW drive. thus you can create the ISO image.
