Ok get some Dawn dish washing soap and give your cat a bath. After the bath you'll need to take a few clean towels and dry him completely. That will help to get any oil off that the bath may have missed. What ever you do don't let the cat lick the oil it's toxic to them.

Hi Juli...use a little bit of Dawn dish soap on a damp wash cloth. This seems to lift the oil quite well. Afterwards, use babywipes (unscented) to clean the residual soap left behind so the kitty doesn't lick the yucky soap taste. This is what animal rescuers use when water fowl (ducks, geese, etc) are caught in oil spills.

Dish soap is what the Greenpeace ppl use on the ducks and such after tanker disasters, so it's good enough for the cat. It's very important to do this IMMEDIATELY. Otherwise the toxic ingredients can be absorbed though the skin - this is very bad for the cat and very expensive for you.

If you have kitty shampoo (available at pet stores) use that with a damp cloth. Notice I didn't suggest detergent or human shampoo. Kitty shampoo is MUCH less irritating. Make sure you rinse thoroughly-otherwise kitty might get sick from licking the soap residue.

Only use cat shampoo on your cat your can hurt him with other soaps. Call the ASPCA and they will guide you to the right cleaner. Just wash the hair if you can don't over wash the skin and dry it out.

bathe and bathe and bathe then rinse and rinse and rinse
I heard a neat trick to bathe cats, I haven't tried it yet
take a window screen and stand it up in the bath tub
let the cat partially crawl up it and get their claws hung
then bathe them while they are caught
it might save you from a few scratches
