Because your liver is loaded with alcohol and is to busy to metabolize THC. So there is more THC to roam your blood stream and attach to neurotransmitters in your brain. The term for this is the "synergistic effect" and occurs when any drugs are used in combination.

I think it is perception. I don't feel high when I get drunk and smoke, don't know why but don't it ruins the high and i get a head ache and go to bed. Liquor before weed....I don't know how to finish that limerick

because your senses are already inhibited by the alcohol, the weed only intensifies it. ; )
