Past, as in deceased? Here is the official way to do it:

"If you are seeking information from your own or someone else's military record, please note the following: Under the provisions of the Privacy Act of 1974, we must have the written consent of the individual whose records are involved before considering a request to review a record and/or to furnish information/photocopies from the record. If the individual is a minor dependent of a veteran, the parent or legal guardian must sign the release. If the person is mentally incompetent, the legal guardian must sign the release. (The legal representative or guardian must furnish a copy of the court appointment.) For this reason, requests received over the Internet CANNOT be acted upon."

"The Privacy Act of 1974 also provides for the release of information with the written consent (signature) of the individual to whom the records pertain. The Privacy Act does not apply to the records of deceased individuals; however, Department of Defense instructions indicate that in such cases we must have the written consent of the next of kin (NOK). For purpose of release, the next of kin is defined as any of the following: unremarried widow or widower, son, daughter, father, mother, brother or sister."

That would depend on what the reason is why you needed them. Records aren't just given to anyone who requests them. You need to be more specific on your reasoning. Furthermore, some records aren't available for any reason, not even to family members of the deceased soldier.

Go to NARA on-line. This is a VA sight that you can get any records on a soldier. You will need unit info, serial number, etc. All that is on the sight.

you must be a family member to get certain information, go to the veterans administrations web site. there are specific instructions there for you to follow.

You may also try to use the Freedom of Information act, but any information you get from there will be limited, because personal information does not fall under that law.
