They are both correct. "What's happened" is a contraction of "What has happened?" Has is unnecessary in the context of the question in as much as "happened" indicates the past tense and where sometimes the helping verb "has" would be necessary, this is not the case here.

Who are all the 4th grade drop-outs who believe that "What's happened" is a contraction for "What is happened?" What does that MEAN? Is - present tense, happened - past tense. What IS HAPPENING? What HAS HAPPENED.

Unless the apostrophe works for removing the ha out of has,
I think What has Happened? would be more correct, I doubt you can go wrong with that one.
As for the options given, I'm not sure either of What Happened? or What's Happened IS gramatically correct... but then I'm no expert...

Believe me, the first one is correct....the latter one is wrong.
Dont use what's happened..used "what's" like this " what's happening"
Or just say, "What happened"

What happened is a past tense, for instance, "you did not answer my call last night, what happened?"

What's happened means what has happened? it's something that already happened but it's not past tense! it happened a while ago. for example, "why are you crying? what's happened just now?"

Both are correct!

It might depend a little on the situation, but both are correct, the only difference is that what's is short for what has.

What's happened to the dog? is more in the present and what happened to dog? is more in the past. If your dog has come in looking wet and dirty you might be more inclined to ask "What's happened to the dog?". If the dog died 6 months ago, you might be more inclined to ask "What happened to the dog?"

Both are correct. "What happened" is past tense. "What's happened" is a contraction for "What has happened" and would be present tense.

What's = What is

So that is not grammatically correct. Unless you say it 'What's happening?' But because it's past tense...

What has happened?
-or-
What happened?
