it is a human right if you are a refugee... and you DO HAVE RIGHTS IN US even if you do not have an US citizenship... but you live in the country, like a legal immigrant or refugee.
EDIT: if you are a refugee you`re not gonna steal cars or do bad things (you dont want to go back home do you?) so they`ll have a reason to deport you. If you enter illegaly they can deport you or not, it depends on the state, some states have legislation that says that if you have a child with a american woman/or man you will not be deported.Also if you get married same thing applies. It is a political right, not a civil right. As per UN charters, any person could move to any country as he wishes, but the hosting country norms can apply for that. Which means, it encourages free movement of person. But illegal immigration is harmful to the naton, because the nation has not planned for allocation of resources for them, which leads to large scale impact on the citizens including low wage, job shift etc. Legal migration is helping to countries to increase the velocity of money. If all of your country people are rich and deposited mony and getting interest from the bank and living happily means to whom the bank circulte the money. The bank has to invest in other forighn countries, they use the money for long term development such as innovatives and inventions and after certain period you have to depend on them for the inventions or resources. Better engage the skilled immigrants and keep on developing through your inventions and innovations and increase the money velocity and gain power to control world nations. I recommed you to support skilled immigration. America, UK, Japan, China, Germany, France etc have developed because of their inventions and innovations.

This is a great question.....Immigration is NOT a civil right.....
Civil rights are the protections and privileges of personal liberty given to all citizens by law.
Civil rights, however, are distinguished from "human rights" or "natural rights"—civil rights are rights that are bestowed by our nation, to its citizens, while natural or human rights are rights that many scholars claim ought to belong to all people, including non citizens or illegals....
I often wondered this myself and discovered the answer, hope this clears it up for you...

They got that right. Perfectly. A Country Citizens has the right to say what is acceptable and what is not.
