I don't think that's true; if it happens at all if it rare. I've seen people who look quite alike, but nowhere near identical. Even identical twins don't look identical as they age.

And if it was, no they wouldn't feel your pain. You would be two separate entities, just genetically similar enough to have the same appearance.
