No, that is not correct.
If you are selling something for 25 cents, and someone gives you a dollar, you owe them 75 cents in change.
If you are buying something and the total comes to 25 cents, and you hand the cashier a dollar, they need to give you 75 cents back.

Obviously. Your spelling is so bad I can't make much sense of this question. Did you drink a bottle of Vodka? And no, if SOMETHING costs 25 cents, and you pay with a DOLLAR, you should get 75 cents back. 100 minus 25 equals 75.
