Flighting fee? Do you mean sliding fee? If so, a sliding fee is based on your ability to pay for a service, generally counseling or some kind of public assistance. If you don't have much money, a sliding fee for you would be less than it would be for someone who is more affluent. I've never heard of a "flighting" fee, however.
