that means you need to express the anal glands.
you need the help of the vet or groomer to do that. but it's better to ask the vet to teach you how.

...when she is super nervous about something or overly excited. It's actually a good thing that they express it... even though it smells like all hell! Some dogs who don't express their anal gland get infections.

...it could be because modern/ domesticated dogs don't get enough fiber from their dog food, otherwise, they can expressed the anal glands when they poo-ed.

...usually, i don't give my dogs those treats (dog treats you buy from pet shops). i give them baby carrots. it's healthier & i don't have to express their anal glands that often :p (they hate it anyway!)

This behavior is called "scooting" and usually means his anal glands need to be expressed.

You can take the dog to a vet to have this done, but I would recommend a professional grooming appointment for 2 reasons:
1. the whole thing including a bath will probably be cheaper than an office visit
2. When expressed, the anal glands smell VERY bad, and your dog will probably NEED a bath afterwards

It means his anal glands need expressed and are uncomfortable..You will have to either take him to the vet or groomers...or both. He will definitely need a bath or at least a half bath after that. It smells very strong but it will make him feel so much better! This is something that will most likely have to be done the rest of his life, unless he can express them himself, which is just a big mess anyways...

Some dogs are just itching, others have anal sacs that dont drain this becomes uncomfortable for the dog so they will scooch in order to relieve the pressure...talk to your vet to rule out and medical issues

Impacted anal glands. make an appointment at the Vet and they will express them. Nasty smelling treatment so leave the room... lol.

The dog is trying to express them himself by scooting on the floor.

No emergency, just make a regular appointment. Both of you will be happier.

Its probably his anal glands.. My little dog has to get hers cleaned every few months...U can take him to the vet or a groomer to do it. It only cost five bucks. I doubt its fleas if u have him on a flea medicine.
